With reference to your letter of the 13th ultimo reference number 7346/1918, Sir Joseph Laclay would be glad to consider any reasons which Mr. Secretary Long may wish to put forward in favour of giving special terms to the Hong Kong Government. As at present advised, however, he does not regard the circumstances of the case as justified a departure from the market rates. In this connection I am to point out as explained in
etter of the
2nd ultimo, that the freight rate of 35/- per ton to which exception has been taken for the voyage from Japan to Hong, Kong, is low compared with other rates current for the route upon which the vessel is engaged.
As regards the arrangement for hiring the s.s. MOLLOWRA" under gross Charter at the Blue Book Rate of 12/- per gross ton per month, this would not be in order, and if r. Secretary Long concurs it is proposed to take up the matter with a view to bringing the arrangements into line with the normal practice.
